The National Diploma in Civil Engineering (NDCE) is a two-year full-time programme offered at Uganda Technical Colleges — Bushenyi, Elgon, Kichwamba, Kyema, and Lira. It is structured into four semesters and two recess terms dedicated to industrial training. Each semester runs for 17 weeks (15 for instruction and 2 for examinations), while recess terms last 10 weeks.

The NDCE aims to:
- Equip learners with technical, theoretical, and leadership skills for the construction industry.
- Train students in design, construction, maintenance, and supervision of civil structures.
- Encourage entrepreneurship, environmental conservation, and safety awareness.
- Prepare graduates for further education and research in civil and structural engineering.
